The Meiji Institute for Global Affairs (MIGA) invited David Shear, the Principal Deputy Under-Secretary of Defense for Policy at the U.S. Department of Defense, to speak at a special lecture titled “The Rebalance to Asia and U.S.-Japanese Relations.” The lecture was held on November 16 at the Global Front on the Surugadai Campus. In response to the results of the U.S. presidential election, in his lecture, Shear emphatically expressed his views on how the new administration should position the policy for "the rebalance to Asia" instated by the Obama administration, and his vision for proper U.S.-Japanese relations from now on. The lecture was followed by a dialogue with many students, including some from the seminar led by Dr. Tsuyoshi Ito, Professor of the Meiji University School of Political Science and Economics. In this dialogue, Shear thoughtfully commented in answer to questions from students on various subjects, including the course of the United States after the inauguration of Donald Trump as the next president; the future outlook for relations among Japan, the United States, and South Korea, which involve issues in such areas as perceptions of history; U.S. and South Korean defense policy and relations with China; and the problems presented by North Korea.
