Measures to Prevent the Spread of Infection and Restrictions on Entry to the Campus under Activity Restriction Guidelines (Level 2) (Data collection version updated on July 28)



In response to the spread of infection, Activity Restriction Guidelines have been designated at "Level 2" since July 1. The university has imposed restrictions on educational and research activities as well as on entry to the campus.
The Summer Break period will soon begin. Considering the recent spread of infection in the Tokyo metropolitan area, Activity Restriction Guidelines will continue to be "Level 2" during the Summer Break period.
In addition, face-to-face classes for some courses, which started on July 1, were suspended from July 17 to July 29 for the same reason. But this suspension will be extended until August 16.
Information about after August 17 including make-up class will be announced by August 7.

Since the health of students and faculty members is our top priority, we will continue to comprehensively examine the spread of infection along with the policies of the government and prefectures, and if the spread of infection continues, the activity restriction level may be raised again.
Information will be provided through HP, Oh-o! Meiji! and other means.

I. Activities
1. Classes and educational activities
Face-to-face classes for some courses that started on July 1 were suspended from July 17 to July 29 due to the recent spread of infection in the Tokyo metropolitan area. This suspension will be extended until August 16.
As a result of this extension, summer intensive courses scheduled between July 30 and August 16 will be canceled or switched to online courses. Please follow the instructions from your office.
The handling of classes including the make-up class period from August 17 will be announced again by August 7.


2. Research activities
In order to prevent the spread of infection, research activities within the university must be conducted with due consideration for the research environment. When conducting research activities, be sure to check the following guidelines. In principle, participation in and sponsorship of research meetings such as academic conferences are prohibited.

3. Extracurricular activities
In principle, such activities are prohibited. However, some activities may be permitted by the university.

[About the summer vacation period] (August 10 - 16)
The office is not open during the summer vacation.
In addition to the fact that in principle, we cannot respond by phone and inquiries through the inquiry form. We apologize for any inconvenience and ask for your cooperation.

5. Facility Lending:
As a general rule, facilities are available to rent but are limited to Meiji University faculty members. Up to a maximum of 30 people may be allowed to use each classroom, conference room, or other facility for educational and research purposes. The lending procedure will be the same as usual.
When using any facility, please make sure that the number of people using it is less than half of the capacity. This will ensure that users have sufficient space between them. It is vital to allow for optimum ventilation and responsible social distancing.
No lending of facilities to those outside Meiji University will be made until Activity Restriction Guidelines reach level 0.

6. Meetings within the university
Face-to-face meetings are allowed. However, to prevent the spread of infection, whenever possible, use messaging or have meetings online.

II. Measures to prevent infection
1. Measures to prevent the spread of infection at the University
As far as possible to ensure safe use of facilities and equipment, measures focusing on cleaning and disinfection work, ventilation enhancement, and splash prevention are undertaken. The details may be changed depending on the future situation.

(1) Cleaning and Disinfection
*Hand antiseptic solution is installed at the entrance of each building and inside buildings.
*Classrooms are cleaned after use, by the next day.
*Face guards, sterilization sheets, and detoxifying sprays are available in faculty rooms for use by teachers.
(2) Ventilation
*Air conditioning focuses on ventilation.
*In order to focus on ventilation, a comfortable environment in both temperature and humidity may not be achievable. We ask for your understanding.
*When face-to-face classes are held, for safety considerations, keep the doors, vents, windows, etc. open and cooperate in thoroughly ventilating after classes and during breaks.
(3) Prevention of splash
We have installed vinyl sheets and other materials to prevent splashing at office counters on the campus.
(4) Use of open space, etc.
In order to prevent infection, you may not be allowed to use the benches and tables installed in the open spaces (common areas) of the university or the number of seats may be limited.
In principle, water coolers and hand dryers are no longer in use.
(5) Use of elevators and escalators
Because elevators tend to get crowded and airless, use the stairs and escalators as much as possible. When using an elevator or escalator, make sure that there is plenty of space between you and the next person.
*We regularly clean elevators and escalators, but we recommend that you wash your hands frequently after using them because lots of different people touch the buttons and handrails.

2. If identified as an infected person or close contact
(1) When students and faculty members are found to be infected
If you are found to have been infected with the new coronavirus, please contact your school office by telephone.
② Students and faculty members will be suspended from coming to the university until they have recovered.
③ After having recovered, please contact your school office by phone.
④ Students must submit the following form, "Certificate of infection and recovery" to their school office, etc. Please consult with your school office about how to deal with your absence from class.

(2) Students and faculty identified as close contacts
If you are found to be a close contact, please contact your school office by telephone.
② Students and faculty will be suspended from coming to the university. The suspension period is 2 weeks, and is counted from the last day of close contact with an infected person.
③ After two weeks, please contact your school office by phone. Please consult with your school office about how to deal with your absence from class.

3. Measures to be taken in the event of infection
① When an infected person or a person in close contact informs the office, the department that receives the message will report it to the relevant people in charge, based on a predetermined system.
② The Emergency Headquarters will collect information on all cases in cooperation with any related departments.
③ An appropriate report will be sent to necessary organizations such as public health centers.
④ Consultations and coordination with relevant organizations will be made. The affected areas will be disinfected according to where the infected persons and close contacts have been. In addition, measures will be taken to close floors and buildings as appropriate.

4. Prevention of infection and health management
① When returning home from outside, wash your hands and gargle frequently before meals. Cough etiquette should be observed when coughing or sneezing (use a mask, tissue, handkerchief, or your sleeve to prevent splashing). In addition, everyone should try to prevent the spread of infection by avoiding crowds as much as possible.
② To boost your immune system, try to get enough sleep, eat a balanced diet, and exercise moderately.
③ If you experience symptoms of a cold such as a fever, rest at home without exerting yourself.
④ If physical symptoms persist, consult a medical institution immediately as you might have an infection.

5. International travel
(1) Going abroad
Please refrain from traveling to countries and regions designated by the Ministry of Foreign Affairs as Infectious Disease Risk Level 2. You are not permitted to visit Level 3 countries.

(2) Returning to Japan
Quarantine at airports is strengthened after returning from overseas, so please follow the instructions of the officer in charge. In addition, please wait at the place designated by the quarantine station chief (Home, etc.) for 14 days from the date of entry, and do not use public transportation including transportation from the airport.
Please note that those who do not have Japanese nationality may not be able to re-enter Japan from the area where they are denied entry.

III. Restrictions on Entry to Campus
1. Restrictions on Campus Entry
(1) Those who are permitted to enter campuses
① Students (Limited to those who have been given permission by the university in advance and those who have been approved to use some facilities by the university.)
② Faculty and staff members (Including Temporary Staff)
③ Contractors working on campus and visiting contractors.

(2) Facilities available to students
In principle, students are not allowed to enter the campus, but some university facilities are available. The method, and time of use, and the target users of each facility may differ from the normal situation. Please check each website for details.
People who are infected often have no symptoms and may unknowingly spread the infection to others. Therefore, to prevent infection, any student should return home as soon as possible after work has been completed and should refrain from attending parties or social gatherings.

〇Laboratories
Laboratories, faculty offices, collaborative research offices and study rooms can only be used for educational and research purposes. In order to prevent the spread of infection, there is a limit to the number of people allowed to use a science laboratory, so please consult with the supervisor.

(3) How to enter facilities
When entering facilities, you are required to present your Student ID Card and identification card at the entrance (main gate, building entrance, Disaster Prevention Center, etc., depending on the campus.)

Please bring your Student ID Card with you in order to use the card reader for entry control.
〇Faculty members (Including Temporary faculty.)
Please show your ID, such as your faculty card.
〇Contactors working on campus and visiting contractors. Please show your ID.

(4) Compliance at the time of entry
Please take your temperature at home and check that you are in good physical condition before entering any campus.
Do not enter the campuses if you have a fever of about 37.5 ℃ or higher, or if you are worried about your health.

② Non-contact thermometers are installed at each campus.
When entering the campus, we ask for your cooperation in checking your temperature. It is required.  
③ When entering the facilities and while in the facilities, please wear a mask. Please take measures to prevent heat stroke.
④ When entering the campus, use the disinfectant installed at the entrance of each facility, and wash your hands with soap after entering the campus.
⑤ If you feel unsure about your physical condition after entering the campus, do not push yourself too hard and go home immediately. In addition, before you go home, please talk to the staff nearby (including clinics).
⑥ When entering a facility please ensure social distancing (2 meters or more). Be aware of the 3 C’s.
⑦ To prevent droplet infection, avoid unnecessary chatter and reduce the risk of contact infection through physical contact.
If you have a fever or cold within 2 to 3 days after entering the campus, please contact your office.

2. Welfare
(1) Student cafeterias, shops, etc.
Student cafeterias, Meidai-mart (Including convenience stores and campus support offices.), and bookstores are closed at all campuses.

(2) Food and drink in university buildings
In principle, eating and drinking are prohibited in buildings, except in designated areas. Please be careful to prevent droplet infection by avoiding eating and drinking in close contact with others.
