Entry procedures to Japan amid COVID-19 pandemic

(Updated: January 11, 2022) On November 29, 2021, a new border enforcement measure (20) was announced to prevent the spread of COVID-19, as a result, the acceptance of applications, examination, and issuance of examination certificates by the ministries over new entry of foreign nationals under the measure (19) announced on November 5, 2021, has been temporarily suspended until February 28, 2022.

Regarding ”Review on restrictions on new entry of foreign nationals" announced on November 5 2021
On November 26, we informed the procedure through Oh-o!Meiji and accepted applications from eligible applicants, but as mentioned above, the government has suspended the procedure for issuing reviewed certificates. (applications to the university have been closed.at 9:00 a.m. on November 30).

The applicable students are as follows:
Students with a COE issued from January 1st, 2020 to March 31st, 2021 (New entry).
Applications will be accepted in stages, starting with those students who have a Certificate of Eligibility created between January 1, 2020 and March 31, 2020.
*It has not been yet announced when the students with a COE issued after April 1st, 2021 will be permitted to enter Japan.

Notes on Certificate of Eligibility (COE)

About expiration date
In principle, the COE is valid for three months, but the validity period is currently being extended as follows.
►Issued date: January 1, 2020 ~ October 31, 2021 → Until April 30, 2022
►Issued date: November 1, 2021 ~ April 30, 2022 → Valid for "6 months" from the date of issue.
Procedure for extending the expiration date
 When applying for a visa at a local embassy or consulate with an expired COE (after three months from the date of issue), "a document" that states "the applicant can continue to engage in the activities described in the application for a Certificate of Eligibility" issued by the university is required.
 
①Users of this measure
As soon as the "screening certificate" is issued, "the Document" will be sent by e-mail together with the "screening certificate".
 (There is no need to request for the document.)
 
②Non-users for this measure 
If you would like to request "the Document", please send an email to the International Student Office (coe@meiji.ac.jp). 
(1) Please write "Request for the issuance of document(申立書)" in the subject of your e-mail. 
(2) Please include your student number and name in the text of the email. 
(3) Attach the CoE that has been issued. 
※Please note that "the document" is valid for three months. so please apply after you have confirmed your plans to enter Japan. 

1) If you have a Re-entry Permission

You can re-enter Japan.
The current quarantine measures are strengthened. Please be sure to check the latest information on the procedures required for entry into the country and prepare for them yourself. 
● Do not visit the university until the period of self-quarantine ends.
● Entry procedure may change without notice. Please refer to the latest governmental announcement.

2) If your Visa/Re-entry Permission has expired while you were temporarily abroad

Please apply for Certificate of Eligibility (CoE).  Click HERE for application procedures.
After receiving the CoE, go to the local embassy or consulate to apply for a visa.
※As precautionary various emergency measures from a preventive perspective against coronavirus variant Omicron (B.1.1.529) are currently being taken. Re-entry into Japan is also partially restricted. For more details,  please refer to the latest government information and check with your local embassy or consulate.

3) If you are newly entering Japan

On November 29, 2021, a new border enforcement measure (20) was announced to prevent the spread of COVID-19, as a result, the acceptance of applications, examination, and issuance of examination certificates by the ministries over new entry of foreign nationals under the measure (19) announced on November 5, 2021, has been temporarily suspended  until February 28, 2022. 

On November 5, the Japanese government announced the "Review on restrictions on new entry of foreign nationals". Under this measure, new entry will require a prescribed application and procedure by the university. 
On November 26, we informed the procedure through Oh-o!Meiji and accepted applications from eligible applicants, but as mentioned above, the government has suspended the procedure for issuing reviewed certificates. 

The applicable students are as follows:
Students with a COE issued from January 1st, 2020 to March 31st, 2021.
Applications will be accepted in stages, starting with those students who have a Certificate of Eligibility created between January 1, 2020 and March 31, 2020.
*It has not been yet announced when the students with a COE issued after April 1st, 2021 will be permitted to enter Japan.
