The ISFJ is a policy essay contest run by a student think tank with the philosophy of “Realizing a desirable society through policy proposals by students.” Forty-eight seminars from 27 universities participated in this year’s 29th ISFJ. After rigorous examination by experts on 11 items, awards including the Subcommittee Award are presented.
This paper conducts research from the viewpoint of the increase in the number of children and the increase in the number of women in the child-rearing generation, and clarifies through empirical analysis what factors contribute to an environment conducive to child-rearing. The paper proposes three effective policies for creating an environment conducive to child-rearing: “creation of a rich living environment through expansion of convenient facilities,” “expansion of public/private after-school children’s clubs and improvement of services,” and “promotion of child-rearing support policies through an increase in the ratio of child welfare expenses.”
