Since earning his master’s degree from Cornell Law School, Professor Kimura has maintained active academic exchanges with the institution. This lecture was organized to explore post-pandemic public policies in Japan and the United States.
The lecture, titled “Pandemic and Change of Japanese Inter-governmental Relations: The Need to Build Trust in Vertical and Horizontal Intergovernmental Relationships,” focused on the unique characteristics of Japan's special measures law as a form of soft law and its impact on intergovernmental relationships in the country.
Following the lecture, Professor Kimura engaged with attendees, including graduate students, by addressing questions on topics such as public-private partnerships in Japan and the dynamics between government and citizens. This interactive session aimed to foster mutual understanding.
