The editor, Professor Rhita Bousta, comments in the introduction as follows: "Offering a unique and particularly thorough field study of the Kawasaki City Ombudsman, Shunsuke Kimura breaks down the boundaries – which are still sometimes rigid – between administrative science and administrative law. The data collected in the form of statistics and interview responses also provide substantial insights into mediation in Japanese positive law. The analysis of the cultural and legal reasons for the absence of a national ombudsman in Japan shows how interesting it would be to compare this system with another, even in the absence of “obvious equivalences”, in order to highlight the logical limitations of the approach of “only comparing what is [apparently...] comparable”.
