Why doesn't the policy evaluation system work effectively in Japanese government? Up until now, the policy evaluation system has been criticized as "gaming" by the administrative staff, but its causal mechanism has not been clarified. This book tries to explain the actual system operation from the intention of the internal staff engaged in evaluation to the actual evaluation result, clarify the factors that cause such operation, and demonstrate the process in which evaluation is distorted.
