Certificate Issuance Within Campus / By Mail

Issuing certificates (current students)

Certificates are available through the automatic certificate issuing machines at each campus. To minimize the risk of infection, current students can also apply by mail.
Students who currently live outside of Japan can either ask a friend or acquaintance to apply on behalf of them, or contact Nakano Campus for instructions.

★Automatic certificate issuing machine

1. Location: Nakano Campus 3F (Low-rise wing)
In front of the School Office
*You can use the automatic certificate issuing machines at all four campuses.

2. Operation hours
Please see the latest information here (Japanese only).

Certificates issued at the automatic certificate issuing machines cannot be enclosed in an official envelope. If you need a certificate enclosed in an official envelope, please apply at counter no.1 of Nakano Campus Office. Certificates issued at the automatic certificate issuing machines cannot be refunded, so please confirm beforehand whether the certificate must be enclosed in an official envelope.

★Application by mail

Please send the following items to Nakano Campus Office:
i) Application for certificates
(Print on A4 size paper. Please refer to the sample and write in Japanese only.)
ii) Issue fee:
By domestic registered mail for sending cash
iii) A copy of a photo ID
(Passport, residence card, or driver's license)
iv) A self addressed envelope with stamps
Please make sure to write the address and attach the stamps.

If you need the certificate to be enclosed in an envelope, please indicate this on the application form.
We will send you the certificate within 3 or 4 days after receiving the application.

Issuing certificates (graduates)

If you have already graduated from or left Meiji University, you can either apply by mail or in person at Nakano Campus. Please visit counter no.1 at the Nakano Campus Office if applying in person.
If you currently live outside of Japan, you can either ask a friend or acquaintance to apply on behalf, or contact Nakano Campus for instructions.

※ You cannot apply by telephone, email or fax.
※ If another person is applying for you, they need to bring your authorization letter. Please refer to Applications on behalf for details about the authorization letter.
※ The name that was registered during your enrollment will be used in the certificate.
※ If your family name changed after graduation and you need to issue a certificate with your new family name, please bring or send an official copy of the Family Register.

★Application in person at Nakano Campus Office:

Due to the current restrictions, please enter the campus from the entrance next to the Security Center. Please inform the staff the purpose of your visit (issuing a certificate). Due to health and safety measures, please make your visit short and leave the campus building once you receive the certificate.

Please submit the following items to counter no.1 in the Nakano Campus Office.
1) Application form for certificates (A4 size. Written in Japanese only. Please refer to the sample)
2) Issue fee (see the chart below)
3) ID with photo (passport, residence card or driver's license)
※ If the certificate needs to be provided in an officially sealed envelope, please indicate this on the application form.
※ Certificates are processed within 10 to 20 minutes.

★Application on behalf of the applicant

If you are asking another person to make your application on your behalf, these documents are also required in addition to the items listed above.
1. Authorization Letter from the applicant
2. Photocopy of the applicant's photo ID
3. Photocopy of photo ID of the person making the application on behalf of the applicant

In the Authorization Letter, please make sure to include the following items a) - d):
a) The name, home address, contact information (telephone number, etc.) of the person who is applying on behalf of the applicant.
b) Indicate what the person applying can access - in other words, that you give full authority for applying and receiving the certificate to this person.
c) The date the authorization letter was created.
d) The applicant's name (handwritten by the applicant), seal, current address, date of birth, graduation date, department enrolled, and contact information (telephone number, etc.)

There is no required format, but you can use this form.
