Web Application: Graduates (Certificate Issuance Outside of Campus)

Application: Apply through the dedicated website.
Issuance: Print out at a multicopy machine in a convenience store / mailed to house by University
Payment method: Credit card or convenience store payment
Note: During Summer break (8/10-8/16) and Winter break (12/26-1/7), application for issuance by mail and phone support will be suspended. During entrance exams some School Office services will be withheld, so please check the homepage of the School.

1 Convenience stores for certificate issuance

After applying through the website, the certificate may be issued at the following convenience stores:

Notes
If convenience store issuance is unavailable for the year you enrolled, please select 'Receive by Post' during web application.

Non-traditional students and students who withdrew or were expelled cannot apply for web application. Please apply at Nakano Campus Office or apply by mail.
Certificates printed at convenience stores cannot be enclosed in an official envelope. During web application, select 'Receive by Post' and select 'Yes' when prompted 'Should the envelope be sealed and stamped?'
*Select 'Letter pack light' for the 'postal delivery type'. Enclosed certificates cannot be sent using regular postal mail.
*State in the remakrs column which certificate requires to be enclosed. If not stated, each certificate will be enclosed in an official envelope separately.
★Certificates for certification courses cannot be issued through web application. Please check the 
website of the Certification Courses Office for certificates related to certification courses.
If you are submitting the certificate to the Ministry of Foreign Affairs or Overseas Diplomatic Establishments, the multicopy machine at the convenience store cannot be used. During web application select 'Receive by Post' and for 'intended use' write 'for the purpose of submitting the certification to the Ministry of Foreign Affairs or Overseas Diplomatic Establishments'.
Certificates will be folded into thirds when mailed. If you would like to receive a certificate that has not been folded, select 'Letter pack light'.

★There are no cancellations/changes/refunds for certificates that have already been issued.
★When applying for certificate issuance by mail, the certificate will be mailed to the address of the person applying. If you wish to receive the certificate at a different address, please enter the reason in the remarks column.
★The certificate will be issued with the name that was registered during the period of enrollment. If there has been a change to your name after graduation and you would like to issue a certificate with the new name, refer to 
Q&A for instructions.

3 Web application steps

First-time applicants must receive approval after application for service use. Issuance will be possible after a few days. (After the first time applying issuance is possible at any time.)
⑴ (First time only) Apply for service use through the dedicated website.
⑵ (First time only) The University will approve the application for service use. After the application has been approved, the account details will be sent by mail.
⑶ Login with the service use account.

⑷ Select the method of issuance (convenience store or by mail), type of certificate / number of copies, and method of payment (credit card or convenience store payment).
⑸  After payment is completed, a notification will be delivered via email. (1)
⑹  For convenience store issuance: After receiving an email indicating the certificate is ready to be issued, have the certificate issued at a multi-copy machine inside of a convenience store.
 For issuance by mail: The University will mail the certificate.

 When issuance by mail is selected, the certificate will be mailed in 3-4 business days after application. During Summer break and Winter break, certificate issuance by mail and phone support will be suspended. If web application is completed shortly before or after a period of break, the process may take longer than usual.
※ 
For web application, a different account must be made for each registration status.
ex. Proceeding to graduate school after graduating from the School of Law
①If both certificates of graduation (Law School and undergraduate school) are necessary: make separate accounts for graduate school and undergraduate school, and apply for each seperately. (Certificates for graduate school/undergraduate school cannot be applied for at once.)
②If only a certificate of graduation for Law School is necessary: Create one account (Law School) and apply.
※If requesting a certificate in English, during application write your name in English in the remarks column. Spell the name in the same way it is spelled on your passport. For certificates issued at convenience stores, the name will be spelled in the same way in the Roman alphabet as it was spelled at the time of enrollment.
※1) After payment is completed, the number needed to print out the certificate with a multicopy machine will be sent through email. Some time may elapse before the email arrives. The number can also be confirmed through the ‘Certificate Application History'.

4 What is necessary for first-time web application

Images of identity documents must be uploaded for identification, so prepare documents such as driver`s licence, passport, and residence card.
For forms of identification that are not photo identification (health insurance card, certificate of residence, and pension book), two different forms are required.
※ 'Name and address' or 'name and date of birth' must be included on the form.
※ During registration, only one image can be uploaded. When two forms of identification are needed, take one picture with both forms visible.
Please hide the Individual Number on the Individual Number Card and health insurance card, and the Basic Pension Number on the pension book with coverings such as masking tape. 
If there has been a change to your name after graduation, a form of identification that reflects the name that was registered during your period of enrollment will be needed. Upload an image of a Certificate of Individual Records/Certificate of the Family Register (issued within the past three months) along with the other documentation. (If your previous name is reflected on your driver`s license or Individual Number Card, a Certificate of Individual Records/Certificate of the Family Register is not needed.)

6 When the certificate must be enclosed in an official envelope (sealed and stamped)
