復学する学生の在留資格について / Residence status for International Students who will re-enroll

日本国外にいる留学生が復学する際には、「留学」ビザを再取得するために「在留資格認定証明書（COE）」を申請する必要があります。まず、日本国内にいる代理人（大学等）が、東京出入国在留管理局に「在留資格認定証明書」の交付申請を行います。交付後に留学生本人が、自国の日本大使館や領事館にて「留学」ビザ発給の申請を行ってください。以下の案内をよく読み、復学時期に確実に入国できるよう、申請準備を開始してください。

When you returns to Japan to study, you need to apply for a "Certificate of Eligibility (COE)" in order to re-acquire a "Student" visa. First, a proxy in Japan (such as us university) applies for the issuance of a COE to the Immigration Bureau. After the issuance of COE, you should apply for a "Student" visa at Japanese Embassy or Consulate in your home country. Please read the following guidance carefully and start preparing for the application so that you will be able to enter Japan in time to return to school.

在留資格認定証明書(COE)代理申請について / About COE Application

★（重要）一部国籍の学生に求められる結核検査証明について

2025年6月より、対象国の国籍を有する方は、在留資格認定証明書（COE）を申請する際に、「結核非発病証明書」の提出が必須となります。

■ 対象国と開始日
・フィリピン、ネパール：2025年6月23日以降
・ベトナム：2025年9月1日以降
・インドネシア、ミャンマー、中国：開始時期未定（準備中）

■ 手続きの概要
・出身国にある指定医療機関で胸部X線検査等を受け、「結核非発病証明書」を取得。
・原則として、証明書はCOE申請時に提出。
・証明書の有効期限は、検査日から原則180日間（一部90日間の場合もあり）。

★(Important) TB Clearance Certificate Required for Students from Certain Countries

From June 2025, applicants from certain countries will be required to submit a Tuberculosis (TB) Clearance Certificate when applying for a Certificate of Eligibility (COE).

■ Target Countries and Start Dates
・Philippines, Nepal: From June 23, 2025
・Vietnam: From September 1, 2025
・Indonesia, Myanmar, China: Start date to be announced (under preparation)

■ Procedure
・Please obtain a TB Clearance Certificate through a designated medical institution in your home country by undergoing a chest X-ray etc.
・In principle, submit the certificate with your COE application.
・The certificate is valid for 180 days from the date of examination (or 90 days in some cases).

【注意事項 / Notes】

１．通常、出入国在留管理局による在留資格認定証明書の審査は２か月～３か月程度かかります。入国予定日に間に合うように、余裕を持って準備をしてください。
The examination for COE application by the Immigration Services Bureau takes about ２~３ months. Please prepare well in advance so that you can enter Japan as scheduled.

２．在留資格認定証明書の有効期限は発行日から３か月以内です。有効期限が切れるまでに、必ず入国してください。
COE is valid for 3 months from the date of issue. Please make sure to enter Japan before the expiration date.

３．成績不良や修得単位数が少ない場合、また、過去に在留資格変更・在留期間更新が不許可になったことのある学生は、在留資格認定証明書が不交付になる場合があります。
上記に該当する学生は、提出書類の「復学に関する経緯説明書」において、経緯や卒業までの履修計画を詳細に記入してください。
Students with poor grades, low credit scores, or who have been denied change/extension of status of residence in the past, may be denied to apply for the COE.
If you fall under any of the above categories, please provide details of the circumstance and plan of study up to graduation in a "Statement of Circumstances for Re-enrollment", one of the required documents.
