Read &Publish契約によるAPC免除 Waiver of APC by Read & Publish Agreements
本学では、電子ジャーナルの購読料とオープンアクセス出版費用が一体化した契約（転換契約/Read & Publish契約）を締結しています。
この契約により、本学の構成員はAPC（Article Publishing Charges, 論文投稿料）の免除を受けることができます。

The Library has agreements (Transformative Agreement/Read & Publish Agreement) that combines e-journal subscription fees and Open Access publication fees.
Under this agreement, members of the University are exempt from APC (Article Publishing Charges, article submission fees).

明治大学専任教職員及び特任教員・法人が給与等を支給するポストドクター・学部生・大学院生です。
Q. どの助成を使うのが良いの？
投稿先ジャーナルの出版社が、Cambridge University Press, Elsevier, Taylor & Francis, SpringerNature, Willeyのいずれかだった場合はまずRead & Publish契約の対象誌かを確認してみてください。
対象誌の場合は出版手続き中に対象である旨の案内が表示されます。またこのページの上部に掲載している各出版社の案内ページにも確認方法を掲載しています。
対象誌でなかった場合、図書館オープンアクセスファンドのご利用を検討ください。
Q. Read & Publish契約、図書館オープンアクセスファンドの違いは？
Read & Publish契約は図書館の雑誌購読契約とオープンアクセス論文の出版枠が一体化した契約です。出版枠がすでに用意されているため手続きが簡単で、著者本人による立替払も発生しません。
図書館オープンアクセスファンドは出版社に関わらずオープンアクセス出版のための論文のAPCを助成するもので、申請手続きが別途必要です。

・Read & Publish：なし
・図書館オープンアクセスファンド：出版社発行の請求書、（すでに立替払した場合は）APCを支払った領収書・請求書、安全保障輸出管理事前点検シート（該当するケースのみ）
請求書や領収書上にオープンアクセス出版のためのAPC支払いであることが明記されていない場合は、それがわかる別の書類もご提出ください。

各出版社で手続きは異なりますが、概ね論文のオンラインでの出版手続き上で、APCを機関支払いしてオープンアクセスで出版することを選択する方法です。
Q.「図書館オープンアクセスファンド」において、APCの請求書を図書館へ送って支払ってもらうことはできるの？

Q.オープンアクセスの費用と掲載料が別の場合、掲載料についても支払ってもらうことはできるの？

Meiji University full-time faculty members, postdoctoral fellows, undergraduate students, and graduate students whose salaries and other expenses are paid by Meiji University.
Q. Which grant should I use?
If the publisher of the journal to which you have submitted is Cambridge University Press, Elsevier, Taylor & Francis, SpringerNature, or Willey, please first check if the journal is eligible for the Read & Publish agreement.
If the journal is eligible, a notice will be displayed on the screen of the publication process. You can also check the information on each publisher's information page link at the top of this page.
If the journal is not eligible, please consider using the Graduate School-provided grant if you are a graduate student, or the Library Open Access Fund if you are not.
Q. What is the difference between the Read & Publish agreement and the Library Open Access Fund?
A. The Read & Publish agreement combines the library's journal subscription contract with a publication fee for an Open Access article. Since the publication quotas is already provided, the process is simple and no advance payment is required by the author.
Library Open Access Fund provides grants for APCs for Open Access publications regardless of the publisher, and requires a separate application process.
Q. What documents are required for the application?
Read & Publish: None.
Library Open Access Fund: Invoice issued by publisher, Receipt of payment of APC, Security Export Control Pre-check Sheet (only in applicable cases)
If it is not clearly indicated on the receipt that the fee for open access publishing was paid, please also submit another document showing it.
Q. How do I apply for a waiver under the Read & Publish agreement?
You can find instructions on each publisher's page, which is linked at the top of this page. (accessible only from the campus network).
Each publisher has a different procedure, but in general, you can choose to publish your article in Open Access with institutional payment of the APC on the online publication procedure of your article.
